Here is every legal route available in 2026, with honest detail on documents, costs, and timelines.
D Visa vs. Residence Permit — what is the difference? A D visa (6-month national visa) is issued at a Bulgarian embassy abroad and is your entry ticket into Bulgaria. The residence permit is a biometric plastic card issued inside Bulgaria, initially for 1 year and renewed annually. After 5 years of continuous residence you can apply for permanent residency; after 5 more years, for citizenship.
7 Legal Ways to Obtain a Bulgarian Residence Permit
Pensioner / Financially Independent Person
The most popular route among retirees and people with passive income — pensions, rental income, dividends. Requirements: proof of regular income (approximately €600–700/month for a single applicant; more for a family), a lease or owned property in Bulgaria, health insurance, and a certificate of good conduct. Key advantage: no need to open a business, hire employees, or study. Key limitation: you cannot officially work in Bulgaria under this permit.
From start to card: D visa at consulate (30–45 days, up to 90 in peak season), permit review (up to 2 months), card production (2–4 weeks).

Trade Representative Office (TRO)
Register a trade representative office of a foreign company — your own or a partner's — in Bulgaria. The TRO cannot conduct commercial activity; it only represents the parent company. No turnover taxes apply. Suits IT specialists, consultants, business owners in third countries.
Important since 2024–2025: Bulgarian authorities verify parent company authenticity actively — checking commercial registry filings and latest financial statements, requesting real signed contracts and invoices that show genuine trading activity, and confirming an active business address and working website. Fictitious paper companies with no employees, no turnover, and no real clients are rejected on sight.

Business and Investments (Company Registration: EOOD / OOD)
Open a full Bulgarian company and hire at least 10 Bulgarian citizens full-time. Under Art. 25(1)(16) of the Foreigners Act, this route qualifies for direct permanent residency (ПМЖ) — bypassing the standard 5-year temporary residence stage entirely. The application is processed through the InvestBulgaria Agency (IBA) and typically takes 7–30 working days depending on completeness of the file. Alternatively, under Bulgaria's Golden Visa programme, investing €512,000 (held for at least five years) gives direct permanent residency with no job-creation requirement. The qualifying investment vehicles are: Financial Supervision Commission (FSC) investing primarily in Bulgarian assets; Bulgarian government bonds (ДЦК / state securities) issued by the Ministry of Finance; or Priority Investment Projects in infrastructure, energy, technology, or tourism, certified under the Investment Promotion Act — criteria and procedure published by the InvestBulgaria Agency (IBA) and the Ministry of Economy, which also run the mandatory pre-approval due diligence.

Family Reunification
If your spouse or parent is a Bulgarian or EU citizen with permanent residence in Bulgaria, you qualify for a temporary permit through family ties. One of the fastest and most reliable routes. Also applies if another family member already holds a valid Bulgarian residence permit — temporary or permanent — for at least one year (EU Blue Card holders qualify from day one, no wait required).

Marriage to a Bulgarian Citizen
Marriage grants a temporary permit and, after 5 years of cohabitation, an accelerated path to citizenship (vs. the standard 10 years). Authorities verify authenticity through shared residence, photographs, and correspondence. Sham marriages face criminal prosecution since 2020.

Study at a Bulgarian University
A student permit covers the duration of your studies. Tuition for non-EU nationals: €3,000–€8,000/year — far below most of Western Europe. Programs available in both Bulgarian and English. After graduation, convert to a work or entrepreneurial permit.

Employment and the EU Blue Card
If a Bulgarian employer is willing to formally hire you, a work permit forms the basis for residency. Highly qualified specialists earning at least 1.5× the Bulgarian average qualify for the EU Blue Card — simpler process, broader rights including intra-EU mobility.

How Many Foreigners Actually Move Here
This isn't a fringe trend. According to Bulgaria's National Statistical Institute, the number of first residence permits issued to non-EU nationals dipped during the pandemic, then nearly quadrupled in a single year — from 5,345 in 2022 to 19,375 in 2023 — and has held at that level since.
The mix of people actually doing this might surprise you — official figures put Syria, Turkey, and Germany as the top three nationalities of recent arrivals, not Russia or Ukraine as many assume.

2020 was the only down year — the pandemic, unsurprisingly. Everything since has pointed in one direction. Work-related permits are the biggest driver: in 2024 alone, permits issued for "remunerated activities" jumped 33.8% year-on-year to 8,653, while the streamlined "Single Permit" (combined work-and-residence) category surged 64.3% to 7,064 — a sign Bulgaria has been actively smoothing the bureaucratic path for working foreigners, not just tolerating the volume. By the end of 2024, just over 72,000 non-EU nationals held long-term or permanent residence in the country, up from roughly 45,000 in 2019.
Required Documents (Core Set)
- Passport valid for at least 18 months
- D visa issued by a Bulgarian consulate in your country of residence
- Criminal record certificate with apostille and certified Bulgarian translation — also called a certificate of good conduct. Request it from the national police force or ministry of justice/interior in your home country (or in any country where you've lived for the past 1–2 years — requirements vary by permit type). Once issued, it needs an apostille (or full legalisation if your country isn't part of the Hague Apostille Convention) before a certified translator turns it into Bulgarian.
- Health insurance valid in Bulgaria (minimum €30,000 coverage)
- Proof of accommodation: notarised lease or property deed
- Proof of financial solvency (bank statements) — generally funds equal to at least the minimum income threshold for your permit type, around €600–700/month per applicant for most non-employment routes (the figure used for the pensioner route above), or the full amount upfront for lump-sum routes like the €512,000 Golden Visa investment option
- Basis-specific documents (business certificate, marriage certificate, pension statement, employment contract, etc.)

The "golden passport" scheme — direct citizenship by investment — was abolished in 2021 under EU pressure. The investment route itself still exists and still grants permanent residency quickly (see Business & Investment above), but the naturalisation clock (5+5 years) now applies to everyone.
Dual Citizenship in Bulgaria: Who Can Keep Both Passports
Bulgaria isn't a blanket dual-citizenship country, but the exceptions cover most people who actually move here. You are not required to renounce your original citizenship if you fall into one of these groups:
- Citizens of an EU, EEA, or Swiss member state
- Spouses of Bulgarian citizens
- People who can prove Bulgarian descent (ethnic Bulgarians applying via the simplified ancestry route)
- Nationals of countries that have a reciprocity agreement with Bulgaria on this point — North Macedonia is one confirmed example
Outside these categories — most notably, the standard 10-year naturalisation route based on residence alone, rather than one of the exceptions above like marriage to a Bulgarian citizen — you will need to renounce your other citizenship.
Bulgarian law (Art. 12 of the Citizenship Act) requires a formal declaration to this effect; in practice, you're given up to three years to act on it, very few people are ever actually checked on whether they followed through, and there's no real penalty if you don't.
Once you do hold a Bulgarian passport, Bulgarian law treats you exclusively as a Bulgarian citizen while you're on Bulgarian soil, regardless of what other passports you carry; your original country's rules on dual nationality are a separate matter and worth checking before you apply. Common Mistakes to Avoid
Entering on a tourist visa and trying to legalise from inside Bulgaria. You need a D visa issued abroad first.
Missing the renewal window. Submit renewal documents at least 2 months before your current permit expires.
Underestimating the bank's identity checks. Bulgarian banks are legally required to verify who you are and where your money comes from before opening an account — often called "KYC" (know your customer). It takes time and thorough documentation, so prepare in advance.
A fictitious Trade Representative Office (TRO) parent company. Since 2024–2025, authorities verify actual business activity. Paper structures without real turnover are rejected.
